I know that you are able to build the kind of fraternal bonds that should inform the law. Some of you, in fact, are in the positions to contribute to the development of legislation. But fraternity can also make a difference in the practical application of the law, transforming the universities, tribunals, prisons, and so on. This transformation will be possible if we are guided by the Gospel, if we build relationships of brotherhood between lawyers and judges, between convicts and victims, between the incarcerated and prison guards, and so on.
